Hickman staff to join Lancaster County talks on e-bike rules after resident safety concerns

Kelly, the city administrator, told the council the city has received several complaints about e-bikes and that Lancaster County and other municipal leaders are convening to develop consistent definitions and enforcement. Kelly said federal trail funding typically prohibits motorized vehicles on federally funded trails and that e-bikes, because they are motorized, pose a regulatory challenge for enforcement on trails and streets.

Council members and staff discussed whether e-bikes and motorized scooters should be treated like mopeds or bicycles under state law, and noted the legal status is a "gray area" that complicates enforcement. Kelly said staff had shared a Plattsmouth policy example with the county and expects an intergovernmental conversation to happen within a month or two; the city will consider regulations that align enforcement countywide so the Lancaster County Sheriff’s Office can apply consistent rules.

Staff also noted a recent citizen report of a child injured in the right-of-way after crashing an e-bike, which prompted contact with the child's parents. The city encouraged residents to report underage or unsafe operation to the Lancaster County non-emergency number and said staff generally aim to warn parents before issuing citations.

Council asked staff to participate in the county initiative and return with recommended definitions and enforcement options for Hickman ordinances.
