Wade, the city’s public-works representative, reported operations and maintenance updates for water, wastewater, streets and parks. Staff hauled approximately 96,000 gallons of sludge to Fremont because the clarifier and digesters reached capacity; that activity followed a June 4 storm that produced a peak daily flow of 504,243 gallons and temporarily pushed the plant near maximum capacity.
Wade said the water plant treated 18,085,572 gallons over the previous 30 days for an average daily flow of about 602,852 gallons, with a high near 800,882 gallons. Staff rebuilt a backup raw sewage pump and installed a north mixer in the oxidation ditch. Public-works crews repaired a sinkhole at 2nd and Brentwood by exposing and sealing a storm-sewer joint, packing voids and re-pouring the street. Staff also reported fog sealing, striping, and progress on Main Park shade and a new pickleball court.
Council members asked about hauling frequency and costs; staff explained hauling is used until land-application is available and that regulatory permits and receiving-plant capabilities (for example, at Fremont) determine acceptable disposal methods. Staff said current hauling should get the plant through to the fall land-application cycle, and that dryer beds or other infrastructure could be considered if higher volumes continue.
Separately, council approved certificate of payment No. 3 to Van Kirk Brothers Contracting for the Hickman Booster Pump Station in the amount of $23,205.02; staff noted the payment reflects work performed to date and the packaged building equipment.
