Dubois County approves bridge design review, sets bridge closure and bids paving work

The Dubois County Board of Commissioners approved multiple highway-related actions Sept. 15, including a quality-assurance agreement for bridge design, consent to update the county's ADA Transition Plan, and scheduling of paving and bridge-replacement work.
Highway Engineer Levi Leffert told the board that several local roads (Cuzco Road, Schnellville Road, Old Petersburg Road, 490 W and 580 N) remain to be paved this year and that contractor Calcar will complete paving through the end of October. Leffert also said PASER ratings are nearing completion and that the County’s CCMG Call for Projects opens Oct. 1 and closes Oct. 31, noting that starting in state fiscal year 2027 the call will revert to a single annual window with a statewide cap and a 20% local match requirement.
Leffert presented a Superstructure Design Agreement with American Structurepoint to perform an independent review of in‑house bridge design methodology and create a design template; the board approved the agreement not to exceed $15,000 by motion and unanimous vote. Leffert said keeping the majority of bridge design work in‑house yields significant cost savings but recommended the independent review as a quality assurance measure.
The board was notified that Bridge #29, a 20‑foot span over Wolfe Creek on 400 E about 2.7 miles north of SR 56, will be closed on or after Sept. 22 for deck and beam replacement. The project will replace box beams and deck that are over 50 years old with new steel beams and a reinforced concrete deck; the bridge and approach will be raised roughly one foot for a smooth roadway transition. Estimated work time is 3–4 weeks, weather permitting; advanced closure signs and public notifications will be deployed.
Leffert also reported near-completion of a concrete stream crossing on CR 850 W and recommended against closing a section of CR 250 N in Ireland after reviewing crash data and public input. The board gave Leffert consent to proceed with an updated ADA Transition Plan and related consultant engagement estimated at $35,000–$45,000 and approved the American Structurepoint agreement.
