Dane Murray presented an amendment to the 1993 Logan–Cache Airport Authority interlocal agreement designed to address governance and financial‑liability concerns after Logan City expressed intent to withdraw. Murray said the draft preserves Logan City’s role because the airport lies within city boundaries but removes the city's ongoing financial liabilities while restructuring oversight.
The amendment creates a seven‑member sponsor (oversight) board that includes county council members, a Logan City official and countywide elected officials to approve the airport’s overall budget, enact bylaws and appoint or remove members of the operational board. The operational airport authority board would have six members drawn from the general public with aviation or business expertise to manage day‑to‑day operations, technical oversight, maintenance, leases and personnel. Terms were set at staggered four‑year terms with a three‑term maximum.
Murray described that the amended interlocal agreement aims to move the airport toward an enterprise fund model to achieve self‑sufficiency while the county temporarily assumes financial lead if appropriations are needed. He also explained FAA grant conditions require the airport to operate as an airport for many years after accepting federal funds; dissolution provisions were discussed in that context.
Council members discussed the wisdom of including elected officials on the operational board (the consultant had advised against it) and stressed the sponsor board’s advice‑and‑consent role for any elected official appointments. A motion to approve Resolution 2026‑23 authorizing the county executive to sign the amended interlocal agreement passed by voice vote.
