Members said the amendment-format made it hard to track which recitals or paragraphs were changed and asked staff to produce a clean restatement or consistent redline for clarity.

Committee members focused on three practical points that could affect operations: how appointments to the authority are made, what budget requests must go through the county process, and which fiscal year governs the authority's budgeting.
On appointments, members noted the draft reflects earlier discussions that the appointment composition will include council members, with a single seat tied to Logan City as negotiated. On budget oversight, the committee clarified that the draft's requirement applies only when the authority requests county funds (not FAA or internally generated airport funds): such requests must follow the Cache County budgeting timeline. Members debated a clause that reads the airport authority may not enter into any contract or undertake projects that would exceed its approved budget without sponsor-board approval, with some calling that a close rein on an enterprise fund and others saying it may be appropriate as initial oversight.
Fiscal year language was added to the draft to remove ambiguity: the committee confirmed the authority's fiscal year is defined in the draft as January 1–December 31.
Timing and next steps: Logan City Council is not scheduled to meet until July 21, which could affect Logan's internal approval timing. Dane and staff said they will prepare a restated agreement that consolidates changes (or provide a consistent redline) and will put a resolution on the County Council agenda asking the Council to authorize the County Executive to finalize and sign the interlocal agreement. The O&P motion to forward a favorable recommendation passed unanimously.
The committee adjourned after instructing staff to prepare the restated document and ensure the recommendation appears on the Council's next meeting agenda. The County Council action and whether Logan's council or mayor finalizes the city's side will determine the agreement's execution timeline.
