Brian Abbott of Development Services told the council that current county zoning and construction standards lack clear definitions and regulatory language for industrial‑scale digital installations adjacent to agricultural or residential areas. The ordinance places a 180‑day pause on accepting, reviewing or processing applications for data centers in county zones while planning staff prepare potential permanent code amendments and consult the planning commission and county council.
Abbott emphasized the moratorium is proactive: "We have not received any interest that we're aware of of somebody wanting to put a data center," he said, adding the pause is intended to ensure code is in place if interest emerges. Council members confirmed the moratorium applies only to unincorporated county properties and does not affect municipal jurisdictions.
After brief discussion about jurisdiction and process, a council member moved to suspend rules and pass Ordinance 2026‑32; the motion was seconded and approved by voice vote.
