Lisbon parks update: fields nearing readiness; council weighs equipment replacements and LOSS funding

Council members and staff discussed parks operations and the progress of the sports complex. Staff said turf and field establishment are proceeding under the contractor’s obligations and that the earliest possible field use could be late summer or fall but more likely in spring of the next year. Contractor recommendations for maintenance equipment will follow completion of the fields.

On equipment, council examined the condition of an older dump truck with a recurring emissions/regeneration issue that appears mostly when plowing. Staff reported a $25,000 set‑aside for vehicles but noted a fully fitted replacement truck would cost over $200,000; the council discussed using LOSS funds if a replacement became urgently necessary. Staff estimated approximately $350,000 in LOSS would be available on June 1 with additional receipts later in the season, but emphasized much of those funds have designated uses.

Parks budget details include a modest year‑over‑year reduction (about $7,000–$8,000) driven by reduced porta‑potty rentals and bringing more maintenance in‑house (fertilizing, grass establishment). Council also reviewed set‑asides: $50,000 from LOSS slated for the sports complex and $50,000 placed into a parks equipment set‑aside from the general fund.

The council received updates on recreation scheduling: local teams will host games in Lisbon this week, and spring soccer registration begins Feb. 9 with play expected to start at the end of March or in spring next year. Staff said they will provide equipment recommendations and bring purchase proposals to council when available.
