The Burland City Council approved a conditional-use-style application allowing Hensland Auctioneers to use a residential building at 419 Pine Avenue as the recorded business address for storing dealer records needed to obtain a state auction dealer's license. The applicant told the council the business intends only to store lockable file cabinets and occasional office equipment and does not plan to display vehicles at the site.
The applicant explained that Minnesota's dealer-license rules require a commercial address for auditors to inspect records, but that a documented conditional-use arrangement and meeting minutes attached to the state application have been accepted in other jurisdictions. The council discussed zoning ordinance language and whether a formal rezoning was necessary; staff advised that the application documents and minutes would suffice for the state application in prior cases.
When asked about signage and display, the applicant said the plan was limited to records storage and occasional, temporary use of an office trailer; “That's all we're planning on doing,” the applicant said. The council moved and seconded approval of the conditional-use application and carried the motion by voice vote. Staff said they would attach the minutes or the conditional-use paperwork to the state application as requested by the applicant.
