River Ridge board appoints Keith Merrill to vacant seat, elects officers

The River Ridge Community Development District on Oct. 22 unanimously appointed Keith Merrill to fill the unexpired Seat 1, with the term expiring November 2026. On a motion by Chair Bob Schultz, seconded by Robert Twombly, the Board approved the appointment and Mrs. Adams administered the Oath of Office.
The Board then adopted Resolution 2025-01 to elect officers. Kurt Blumenthal nominated the slate that named Bob Schultz as Chair, Terry Mountford as Vice Chair and designated Blumenthal, Robert Twombly and newly appointed Keith Merrill as Assistant Secretaries; the resolution also removed James Gilman as Assistant Secretary. The resolution passed on a motion by Kurt Blumenthal and was seconded by Terry Mountford with unanimous approval.
Mrs. Adams and District Counsel Tony Pires briefed the newly seated member on required ethics training, disclosure filings, the Sunshine Law and proper use of CDD email and electronic communications. Staff said forms and guidance (including Form 1 and Form 8B/memorandum of voting conflict) will be provided to the new supervisor.
The appointment followed a short candidate discussion in which Chair Schultz said Merrill, a longtime Pelican Sound resident active in HOA boards, "has contributed a great deal to the community" and would be a good fit for the seat. Mr. Schultz thanked candidate Kevin Ofenloch for his willingness to serve.
