Council authorizes engineering for downtown alley reconstruction; project estimated about $83,000

City Engineer Justin Black told the council the downtown alley between the post office and Highway 212 is failing because the gravel base is insufficient and frequent truck traffic has degraded the surface. He recommended removing pavement, excavating to install a proper gravel base and repaving rather than a mill-and-overlay.
"When we dug down it was maybe an inch of gravel base which is one of the reasons why we're seeing the [failure]," Justin said, recommending full reconstruction. He outlined an engineering-services proposal priced at $13,600 to prepare plans, specifications and construction administration, and provided a rough project estimate of about $83,000.
Staff said about $66,000 is expected to be available from a state transportation advancement account (small cities assistance). The remaining balance, after assigning storm-sewer costs to the storm fund, would leave roughly $12,000; staff proposed splitting $4,000 among three utilities with healthy reserves to complete funding.
Council raised whether other maintenance priorities would be delayed and whether the city could wait for another year of the transportation account to fund the full project without utility participation. Staff explained delaying could mean another year of temporary repairs; the council voted (motion by Ferguson, seconded by Bumgardner) to approve the engineering agreement and advance the project schedule. Plans and solicitation of quotes will be returned to council at the second July meeting with construction tentatively scheduled for September.
Next steps: staff will prepare plans and specifications, present them at the July meeting, solicit quotes in August and (if authorized) proceed to construction in September.
