Council adopts ordinance easing R2 lot setbacks to increase buildable area on small lots
Summary
On second reading the council approved Ordinance 9 amending Chapter 152: it removes maximum lot coverage and reduces front-yard setbacks from 25 to 20 feet and rear-yard setbacks from 30 to 20 feet in the R2 zoning district to allow more flexibility for single-family and two-family houses.

The City Council voted to adopt Ordinance 9 on second reading, a code amendment to Chapter 152 that alters bulk regulations in the R2 (high-density residential) zoning district.
City staff (Elizabeth) told the council the amendment "strikes maximum lot coverage from the code and then it also adjusts the front yard and the rear yard setbacks for the R2 zoning district" to reduce the front yard from 25 to 20 feet and the rear yard from 30 to 20 feet. The planning commission recommended the change to create more buildable area on small lots and to give existing owners greater flexibility when redeveloping or improving properties.
No members of the public registered to comment during the ordinance's public hearing. On motion (made by Bumgardner and seconded by Ferguson) the council approved Ordinance 9 with no recorded opposition.
Why it matters: The change removes a lot-coverage cap and tightens setbacks for single- and two-family uses in R2, which staff said is intended to make small lots more developable while retaining other safety and design considerations.
Next step: The ordinance will be implemented according to standard publication and code update procedures; staff noted no summary publication was required.
