River Ridge CDD approves $3,098 ‘zombie box’ instead of relocating lake aerator

Board discussion focused on budgetary impact and a lower-cost interim option: installing a zombie box at the existing location and reconsidering full relocation during FY2026 budget planning. On a motion by Chair Bob Schultz, seconded by Robert Twombly, the board approved the zombie-box installation in the amount of $3,098. The motion passed 3–2; Schultz, Twombly and Keith Merrill voted in favor, while Terry Mountford and Kurt Blumenthal dissented.
Staff said the larger relocation proposals (totaling roughly $10,755 in the package) could be revisited during the FY2026 budget process. No firm schedule for a permanent relocation was adopted at the meeting.
