The Olivia City Council approved Ordinance 2026-05 to add "cannabis cultivation business" as a conditional use in the B1 highway district.
City staff explained the change places cannabis cultivation within the list of conditional uses that the planning commission may review for consistent siting and compatibility with district goals. The staff definition in the hearing specified that a cannabis cultivation business includes businesses holding a cannabis cultivator license, a medical cannabis cultivator license or a cultivation endorsement issued by the Minnesota Office of Cannabis Management.
Elizabeth said the change aligns with the city’s comprehensive plan goals to retain and grow businesses and to align land-use decisions with appropriate parcels. No public comments were recorded. The council voted to approve the ordinance (moved by Howard, seconded by Abers), and staff noted the ordinance text was short enough that summary publication in the newspaper was not required.
The ordinance makes cannabis cultivation a conditional use in B1, which means applications will be subject to planning commission review and applicable state and local regulations.
