Council names ECICOG as grant administrator for CDBG-DR housing project

The Marshalltown City Council approved a professional services agreement with the East Central Iowa Council of Governments (ECICOG) to serve as grant administrator for the city’s Community Development Block Grant–Disaster Recovery (CDBG-DR) housing program.
Deb Milliser, housing and community development director, told the council the RFP had been issued twice and ECICOG was recommended because of demonstrated CDBG-DR experience, on-time environmental reviews and a record of submitting timely claims. Milliser said staff received two proposals and ranked ECICOG highest; approval will help the city meet an Iowa Economic Development Authority deadline on Jan. 31 for the housing application.
Council approved the agreement by roll call. Milliser noted ECICOG’s prior local experience administering CDBG and CDBG-DR grants and said the selection reduces schedule risk for the city’s new-construction housing application.
What’s next: Staff will execute the agreement with ECICOG and proceed with grant administration tasks required to meet the IEDA timeline.
