The Marshalltown City Council on Monday approved a not‑to‑exceed $129,800 engineering services agreement with FAT Infrastructure and Environmental LLC to design local improvements tied to the Iowa DOT Highway 14 project.
Heather Thomas, public works director, said the design work covers side‑street sidewalk ramps (38 ramps identified), alley approaches, some storm inlet rehabilitation and traffic‑signal work to accommodate ADA‑compliant pedestrian signals. Thomas said the DOT will handle the work that physically crosses Highway 14, and the city’s contract covers adjacent local streets and details the right‑of‑way work the city will need to accommodate pedestrian signal improvements.
Thomas said construction funding will be presented after design estimates and that staff is pursuing small grant opportunities as well as curb‑ramp and USEP funds to reduce the city share. The council approved the resolution by roll call vote.
Thomas also answered questions about schedule: if permitting and right‑of‑way proceed ideally, the DOT letting could occur this November with city construction in 2027 or 2028 depending on right‑of‑way delays.
