Council approves combined payout of pay applications 9 and 10 to Marcus Construction to close project

Staff explained that pay app 9 had been approved at an earlier meeting but not paid because of a government shutdown and USDA processing restrictions; pay app 10 included negative amounts that the USDA’s payment system could not accept. At a joint meeting with USDA, Marcus Construction and state and city staff, the parties agreed to combine the two approved pay applications into a single pay app to permit USDA processing and close the project.
A councilmember made a motion to approve the combined payout to Marcus Construction; the meeting record notes the motion was made by Evers and seconded by Ferguson and the motion carried.
Staff said the underlying amounts had previously been approved; this action changes the administrative structure of the payout so USDA can process the payment under its system constraints. No additional discussion or public comment was recorded at the meeting.
Next steps: staff will process the combined payment with USDA and follow standard project close-out procedures once payment clears.
