PUC recommends GIS mapping and utility valuation; council hears update

The Olivia City Council received a brief from the Public Utilities Commission outlining potential priorities for the electric department.
PUC members reported touring new water, wastewater and electrical sheds and elected Riley Pollock as PUC chair and Jet Carlson as vice chair. The PUC presented four project ideas for council consideration: (1) integrate the electric utility into the city’s GIS system so electric assets are on an interactive map, (2) update the electric department’s construction and undergrounding plan (last substantive plan dated 2015–2016), (3) obtain a current valuation of the electric utility to inform self‑insurance planning, and (4) explore an updated load‑management system.
Staff noted that moving electric assets into GIS would help with locates and give a precise figure for the percentage of lines currently underground. On undergrounding, staff said burying lines improves reliability and reduces long‑term disruption. "With updated maps, we should be able to have a better number" for the percentage of the system that is underground, staff said. The PUC will return with more concrete scopes of work and dollar estimates for council consideration.
The planning commission also reported only on the earlier CUP recommendation; ongoing discussion about impervious surface limits was noted but no action was taken.
