Board approves Commonwealth and local performance agreements to secure Jabil project in Crosspointe

County economic development staff presented Project Zenith, a proposed Jabil Inc. manufacturing operation at the Crosspointe Center. Staff said the project contemplates roughly 352 full‑time jobs with an average starting salary of about $54,856 and approximately $6.13 million in capital investment; the state has proposed a $700,000 Commonwealth Development Opportunity Fund (COF) grant and the project also qualifies for enterprise zone incentives and other state programs.

The proposed arrangement requires a four‑party performance agreement (state, locality, company and the Prince George Economic Development Authority). Local incentives described by staff include machinery and tools enterprise‑zone rebates and in‑kind matches associated with prior Crosspointe investments; staff provided a cost‑benefit analysis projecting a positive present value to the locality over a long horizon after accounting for rebates and local costs.

Supervisors discussed terms and confirmation that enterprise zone rebates are structured to begin after the state incentives are paid; they also emphasized the need for monitoring that the company meets hiring and capital investment targets. The board approved the COF performance agreement and then separately approved the local performance agreement and related resolutions by roll call.

Staff and the county attorney said disbursement of state funds will follow final performance reporting and that enterprise zone rebates will be processed per the EDA and state timelines; the agreements include performance dates and clawback provisions if benchmarks are not met.
