The applicant, Tim Stewart of All American 6 LLC, said engineering revisions were necessary to meet required 25‑ft buffers and VDOT entrance requirements; the revised conceptual plan reduces multiple smaller buildings into two larger office/warehouse buildings of approximately 12,000 square feet and two self‑storage buildings of roughly 40,000–50,000 square feet.
Greenstein said the planning commission recommended approval (7–0) subject to staff conditions that preserve the 25‑ft buffer and require compliance with the updated conceptual plan and other typical conditions (landscaping maintenance, screening, and adherence to local and state licensing requirements). The staff presentation noted that the updated plan would allow two additional uses (dry cleaners and barber/beauty shops) that were not permitted under the original proffers.
Tim Stewart explained the reconfiguration was needed to allow operational circulation and emergency access while achieving the buffer yard. With no public opposition, a supervisor moved to approve the rezoning amendment and the corresponding special‑exception amendments subject to the recommended conditions; the motions were seconded and passed by roll call.
The approvals tie future development to the updated conceptual plan and required buffer and operational conditions; staff noted any heavy or environmentally regulated uses (for example, certain dry‑cleaning processes) may require additional DEQ review or connection requirements if wastewater thresholds are exceeded.
