Orono awards community survey contract to Polco, expects results by late summer

The Orono City Council voted to award a bid to Polco to conduct a citywide community survey that staff said will support outreach for the city's 2050 comprehensive plan.
Staff described Polco as a national municipal survey firm with recent municipal experience in the Twin Cities region. The anticipated timeline in staff comments called for executing the survey in May through July and for Polco to provide results, benchmarking and an interpretive presentation to council in late July or August. Staff said they will coordinate draft survey questions with department heads and bring draft question sets to council for input prior to finalizing the survey instrument.
Council Member Benson asked whether the Parks Commission’s pending parks survey would be coordinated with the citywide effort; staff said they would coordinate with department heads and the parks superintendent so efforts are not duplicated. Staff also noted one optional add‑on in the bid (texting respondents) that was not included in the base price; staff said they would check applicability and bring any adjustments back to council.
A motion to award the proposal to Polco carried by voice vote.
