Council approves Wilmington annexation tied to Field House expansion; special election scheduled

New Castle County Council on June 23 approved Ordinance 26-081, authorizing the annexation of certain lands by the City of Wilmington to enable an expansion of the nearby Field House. Councilman Hollins moved the ordinance, which the council adopted by recorded roll call (12 yes, 1 not voting).

The measure drew several floor comments in support. "We want to expand the Field House with this particular annexation," Councilman Hollins said, urging approval and saying the special election tied to the annexation is only necessary after the annexation occurs. Councilman Cartier described the project as the way to "realize" a long-standing goal to restore an indoor track-and-field facility to the state, saying it will reduce travel for youth athletes and "stimulate economic development" by drawing visitors to Wilmington and New Castle County. Councilman Carter said he was concerned about revenue impacts but would support the ordinance because he viewed it as fair and beneficial overall.

A member of the public, Greg Wilson of Wilmington, told the council the project "is a day whose time has come," praising the proposal for youth programs and local economic benefits.

After the annexation ordinance passed, the council read and adopted Resolution R26-133 to set the date for the special election required under the annexation process.
