Montrose council approves 2026 fee schedule and 5% utility rate increases

The City Council of the City of Montrose approved an updated fee schedule and a set of resolutions to increase utility rates and publish an ordinance summary for public notice.
Council approved Ordinance 2025-07, which sets various development and administrative fees, and Resolution 2025-35 authorizing summary publication of that ordinance. By subsequent motions the council also approved Resolution 2025-31 (water rates), Resolution 2025-32 (sewer rates), Resolution 2025-33 (stormwater rates) and Resolution 2025-34 (wastewater rates), each reflecting a 5% increase in the city’s monthly and per-thousand-gallon rates where applicable.
Staff said the rate adjustments help position the city for an upcoming regionalization project and are intended to move rates toward a break-even point for utility operations; staff noted discussions with neighboring communities about aligning rates. Council members asked about coordination with nearby towns and thanked staff for outreach; all motions passed on roll-call votes.
