Montrose council certifies preliminary 2026 budget and levy

City staff presented the 2026 preliminary budget and levy at the Sept. 8 City of Montrose council meeting and the council voted to certify the levy.
Staff said the only changes since the budget workshop were an additional $100,000 for capital and an upper-end estimate for Minnesota’s paid-leave program that begins Jan. 1; staff expects actual paid-leave costs will be lower than the conservative estimate used for the preliminary levy.
A councilmember moved to approve the 2026 preliminary budget and levy; the motion was seconded and passed unanimously (5-0).
Council noted that Celebrate Montrose had not submitted a funding request by the budget deadline and directed staff to follow up if an amount is later requested. Staff will proceed with certification steps required by state statute.
