On the consent agenda, the council approved opening a savings account with a $10,000 annual deposit routing, updates to the fee schedule, and an amended space lease agreement form with the Goodhue County Sheriff's Office. Councilors also approved an amended lease form for the local Lions organization (address correction and insurance language changes) and voted to adopt edits to the Economic Development Authority (EDA) bylaws to correct article numbering for a five‑member EDA.
Councilors discussed an email from the sheriff’s office reporting that deputies had been using the garage bathroom and at times left it in poor condition. Council members agreed to arrange a sit‑down meeting with the sheriff to clarify use and custodial expectations and to improve communications between the city and the sheriff’s office.
In council comments, Council member Michael presented preliminary levy scenarios for a regional fire district. Using one example, the total levy estimate discussed was roughly $150,000, which under the option presented would allocate about $34,581 to the City of Goodhue. Michael noted the council has not historically paid a proportional share on past truck purchases (he referenced a $634,000 truck where the city's theoretical share would have been about $116,000) and discussed using the city clerk to provide limited clerical support for the truck association while the association manages workers' compensation and insurance directly.
Public works staff briefed the council on options for repainting the city's water tower, weighing timing, warranty and cost tradeoffs; staff is collecting bids and assessing downtime and testing needed to support warranty work. Councilors also discussed pond silting and drainage problems that may require excavation and regrading; staff will pursue funding options and next steps.
The council approved payment of bills and adjourned the meeting.
