Council approves several street abandonments, equipment lease and appointment; tables roof contract

The City of Orange City Council approved ordinances to abandon several unneeded right-of-way segments and easements and authorized a five-year lease for wastewater maintenance equipment during its evening meeting.

At the meeting, council members voted to abandon Juniper Drive and related easements in the Brown and Rooter Terrace subdivision, and to proceed with actions tied to unconstructed segments of Evergreen Drive and a 0.220-acre utility and drainage easement in Brownwood Terrace. Staff said the abandonments were requested to facilitate the Grove development; Demetrius Anderson was noted as representing the developer.

Council also approved a five-year lease for a specialized vacuum truck used for sewer maintenance. Staff presented financing terms of five annual payments of $111,653.37 (totaling roughly $558,211) and said the amount will need to be reflected in the FY 2027 enterprise fund budget. Presenters noted the lease payment represents about a 55% increase over the 2021 lease rate.

The council confirmed the consent agenda (meeting minutes) and appointed Don King to the Board of Adjustment to fill a vacancy through Dec. 31, 2027. A separate contract to replace the Civic Council Chambers roof — a $52,599 award to Paragon Multifamily Roofing — was discussed but tabled indefinitely so staff and council can explore funding and timing alternatives.

No formal opposition to the ordinances was recorded in the public remarks; roll-call vocal votes recorded 'aye' for the actions described. The council also discussed a separate emergency sewer sinkhole repair in the city (see related coverage) and scheduled ordinary administrative follow-ups.
