District staff told the board June 24 they plan to memorialize the sanitary service area and institute a temporary hold on new sewer extensions outside Michigan City municipal limits until the city council has acted on the district’s proposed rate-and-fee resolution and system development charges. Staff said the pause would give the district time to rebaseline fiscal plans, negotiate community agreements with neighboring towns and the county, and clarify long-term obligations when private sewer extensions become public service lines.
Staff emphasized this is a temporary administrative hold proposed to remain until council action on the rates and SDCs and that the district will proactively meet with municipalities (Long Beach and others were named as early outreach contacts) to explain the approach and implications. The district indicated a resolution on the matter will be on the agenda for the July 9 special meeting.
What’s next: staff will finalize the memorialization language, coordinate outreach with affected municipalities and include the resolution on the July 9 agenda for possible board action.
