Council approves feasibility report for Arbor Ridge Business Center project, flags need for enhanced landscaping

The Maple Grove City Council adopted Resolution No. 26‑059 April 20 approving the feasibility report, plans and specifications and authorizing advertisement for bids for Arbor Ridge Business Center Project No. 26‑15.

City engineering staff said the project includes extending sanitary sewer and water main south from Arbor Ridge Parkway within the eastern half of the newly dedicated Weston Way right‑of‑way, constructing half of the roadway now with the western half to be constructed as part of future development, and adding sidewalks and a trail adjacent to on‑site wetlands. The proposed development would include a new 157,000‑square‑foot business park building.

Staff estimated project costs at $1,100,900, with improvements benefiting the development estimated at $1,070,900 and area trunk assessments of $684,405.45, resulting in a total proposed assessment of $1,755,305.45. City plans will be on file in the Engineering Department once required property owner documentation is received.

Councilmember Mike Ostaffe said he previously opposed the project due to its size and proximity to a church and nearby homes and requested that final plans exceed the city’s standard landscaping requirements and incorporate design elements beyond a simple concrete wall. After that condition and staff presentation, the council voted 5‑0 to adopt the resolution authorizing the bid process.

The motion directs staff to advertise for bids, with the bid opening scheduled on May 21, 2026, per the staff recommendation.
