Daniels County delays Hel Creek Crossing project after county share found unaffordable

Residents and a project representative asked the county to pursue Hel Creek Crossing repairs on Peerless Luster Road, but commissioners concluded the county cannot commit local matching funds now and will delay the project for at least one funding cycle.
Curtis Flagger and others described chronic flooding that washes out the crossing and raised emergency-access concerns, including past incidents where fire equipment could not cross and temporary crossings used during emergencies. Staff said FEMA maintains regular grant cycles for similar work, and that an estimate prepared by John Bach put the county's share between $250,000 and $300,000. Commissioners said that amount is not currently available in the county budget and that committing without funding risks future grant eligibility if the county cannot fulfill a match.
Commissioners agreed to pass on submitting a letter of intent this cycle and to instead work on budget priorities and pursue the grant in a future round when the county can commit the required local share.
The item will return to the commissioner's agenda after staff incorporate the project into future budget planning.
