Paynesville planning board reelects officers, adopts monthly meeting schedule and hears housing updates

At the start of the meeting the chair welcomed new board member Travis Swedenman. Members thanked former board member Josh Hillerman for his service; the board noted his resignation earlier this year.
The board moved to approve the minutes from the Nov. 17, 2025 planning board meeting; the motion was seconded and recorded as carried despite one member saying they opposed. The board then conducted elections: members moved and approved a slate keeping Jacob as chairperson, Paul Thielen as vice chairman and Tark as secretary. “Yes, I would make a motion to … elect Jacob as chairperson and Paul Thielen as vice chairman and Tark as secretary,” one member said, and the motion carried after a second.
The board also agreed to change its regular meeting date to the first Monday of each month at 6:00 p.m.; staff noted the current meeting was a single 6:30 start time due to another meeting conflict.
During informational reports, staff member Jennifer said there are three lots left in Heatherwood Plat 3, one of which has a purchase agreement, leaving effectively one lot available to the city. She reported Frontier Land has built about 20 new homes since early 2024 and that the city has issued 20 building permits so far in 2026. Board members discussed housing variety and development patterns in local plats and asked about a recently reported industrial area; staff said the city council has not yet discussed annexation but that the topic is on the council docket.
Before adjourning, the board publicly announced the resignation of member Randy Chrisman because he will be moving outside city limits and thanked him for more than five years of service.
