To align entitlement timing, staff recommended borrowing $135,092 in entitlement funds from the city of Long Prairie, to be repaid to Long Prairie in 2027 using Paynesville's entitlement receipts.
Council members discussed single-bid circumstances, noting American-made equipment and Buy America provisions often limit vendor pools. Staff described the equipment as a loader with wing, plow, blower and broom and confirmed the local share will come from the airport CIP.
A motion to award the contract to RDO Equipment Company, approve the agreement with Long Prairie to borrow the entitlement funds and commit the local CIP share carried with one recorded opposition.
