Lance Royum briefed council on a new agreement with Source One Organics, represented by Robert Null, to formalize a per‑load fee for leachate services and to place an end date on the contractor arrangement. Royum said the contractor "takes a cut out of every load that comes in for his service" at $59.85 per load; the new agreement sets that fee in writing and establishes Dec. 31, 2027 as the termination date, at which point the city intends to manage leachate handling directly.
Council discussed the prior lack of a written end date and said the new contract addresses that governance concern. The council moved and approved the agreement.
Next steps: staff will execute the agreement and continue leachate intake operations under the contract terms until the end date in 2027, after which the city will transition handling in‑house.
