The Paynesville City Council authorized staff to advance the design and environmental review for Segment One of the Glacier Lakes Trail, approving an interest-free loan from the general fund of up to $80,000 to cover project needs and to restore a shortfall in the trail fund.
Council discussed the phased trail work along Highway 55 and the need to meet federal funding time frames for a design/NEPA-like environmental review. Staff recommended a loan model similar to a prior park-shelter loan, with repayment to the general fund over a multiyear term. The council agreed to allow borrowing up to $80,000, use $60,000 of that to pay the consultant (Bolton & Mink), and set the immediate city share at $30,000 for a 50/50 cost split with the township on the design contract. Council set a six-year, interest-free repayment term and approved the motion after discussion; one councilor recorded opposition.
Members discussed trail fund negative balances, the possibility of adjusting the loan term, and expected reimbursement from future grant/funding cycles. Staff said the project will move to bidding and design work to be ready for a later construction-phase procurement.
The motion instructs staff to proceed with design and environmental work and to track repayment terms; no construction contracts were awarded at the meeting.
