Pelican Rapids approves two leach-hauling agreements with limits and seasonal terms

The Pelican Rapids City Council approved two separate agreements on Dec. 9, 2025 to accept leach at the city’s wastewater treatment facility.
Lance explained the first agreement would allow Waste Management’s Big Dipper Enterprises to haul leach to Pelican Rapids at a rate of $54 per 1,000 gallons with a daily limit of 13,000 gallons. "There is a limit... which is a little less than what we're allowing Klay County. It's at 13,000 gallons of leach a day," Lance said, adding the contract allows the city to stop deliveries if plant or lagoon issues arise.
The second agreement updates the existing arrangement with Klay County. Staff reported the city raised the rate charged from $52 to $54 per 1,000 gallons to cover rising testing and treatment costs; Klay County’s permitted daily limit is 20,000 gallons. City staff said both agreements include language allowing the city to suspend deliveries during operational difficulties.
Councilors discussed operational capacity and seasonal hauling patterns; Lance noted Waste Management appears to have significant on-site storage so deliveries would be largely seasonal. Both agreements were approved by voice vote.
Staff said the higher per-thousand-gallon rate is intended to help cover increased testing and treatment costs and that the city will continue to review rates annually.
