Nashville council opens Community Crossings paving bids; low bid under insurance estimate

The Town of Nashville Town Council opened competitive bids on April 2, 2026, for the town’s Community Crossings paving project and agreed to have staff review the results and submit the low bidder’s package to the Indiana Department of Transportation for funding consideration.
Chief Administrative Officer Phyllis Carr read four sealed bids for the Community Crossings (CCMG) project. The amounts recorded were: DC Construction Services, Inc., $202,095.86; Robertson Paving, Inc., $257,357; E and B Paving, LLC, $277,050; and Milestone Contractors, LP, $349,571. Councilmember Scott Dick noted the town’s insurance estimate was $206,000 and pointed out that DC Construction’s bid falls below that estimate.
Dick said he reviewed the low-bidder’s contract documents and found the submission to be in order. He said staff will forward the materials to INDOT to seek placement in the agency’s funding queue and, if selected, pursue the town’s expected 80/20 funding split. No final award was made at the meeting; council directed staff to advance the submission to INDOT.
The council’s direction came alongside a separate, unanimous motion to have staff review bids from the meeting’s two solicitation rounds after CAO Carr described vendor confusion around the second solicitation (see related article). The motion to advise staff to review the bids was made by Councilmember Scott Dick and seconded by President Andi Wilson; all members present voted in favor.
Next steps: staff will finalize the submission to INDOT and report back to the council; the town indicated it will seek INDOT funding and, if approved, return with a resolution or contract award for formal action at a later meeting.
