Council approves $400,000 transfer, finalizes unclaimed-property ordinance and accepts TIF report

The City of Washington Common Council on April 14 approved several routine but consequential items: a $400,000 intra-fund transfer needed for an economic-development payment, final adoption of Ordinance No. 8-2025 to create a fund for Indiana unclaimed property, and acceptance of the 2024 TIF management/redevelopment report prepared by Baker Tilly.
On the transfer, Resolution No. 3-2025 authorizes moving $400,000 from fund category 220-9015 (Commons project) to an interfund operating account (section 452) so the city can disburse committed payments. A council member described the step as a cleanup of a two-step transfer process that was not completed in January; the presenter said this is payment three of five for the project. A motion to approve the transfer was made and the council voted in favor.
The council also gave final reading by title only to Ordinance No. 8-2025, creating a fund for Indiana unclaimed property. After a brief confirmation that the ordinance was "final by title only," the council held a roll-call for the final adoption and recorded ayes from present members; the Chair confirmed the ordinance will be enforced.
Clerk-Treasurer Beth Maduki presented the 2024 TIF management/redevelopment report, noting the document must be filed with the Department of Local Government Finance via Gateway by April 15. The report, prepared for the city by Baker Tilly, lists TIF parcels, RDC board membership and includes revenue-and-expenditure summaries. A council member moved to accept the report, a second was recorded, and the council approved it.
Looking ahead, the Chair said Midwestern Engineers will present plans and infrastructure needs for the East Side plant at the next council meeting, including required lift-station work and phased project steps. The council also reminded the public of a community meeting about the next highway-project phase scheduled for the community building at 6 p.m. the following evening; engineers and GradeX representatives will be available to answer questions.
Meeting procedure note: motions for the transfer and to accept the TIF report were described in the meeting as routine and were adopted; the transfer was characterized as a bookkeeping step required to effect payments related to an existing commitment.
