Carbon County approves $623 county refund after appraiser reduces assessed square footage

The Carbon County commissioners approved a $623 refund from the county general fund on July 29 for a homeowner who said a 2025 tax bill overcharged her after an appraiser error. Resident Debbie Brewer told the board she believed she overpaid $1,571 because the appraiser had incorrectly recorded the house square footage; Department of Revenue representative Kathy Smiley confirmed the department returned in the spring to re-measure the home and reduced the square footage.
Treasurer Leah Niemi and county staff discussed how to process the refund. Commissioners agreed a $623 county refund could be processed that day while the remaining $948 would be handled through the state and other taxing jurisdictions as their processes allow. Commissioner Bill Bullock moved to approve the $623 refund; Commissioner Scott Miller seconded and the motion carried. The board later approved an amendment authorizing refund of the county portion and authorizing staff to pursue recovery from other taxing entities for the remainder, contingent on the county’s ability to recover those funds.
County Administrative Officer Angela Newell noted staff would consult the county’s tax-software vendor to determine the correct processing steps. Brewer, Niemi, and Kathy Smiley left the meeting after the discussion. The board recessed and continued other business.
