The Carbon County Board of Commissioners voted July 29 to adopt a revised travel policy that sets per-diem meal reimbursements and mileage rates in line with Montana law and federal mileage guidance. Resolution 2025-21 was approved after a motion by Commissioner Scott Miller and a second from Commissioner Bill Bullock; the motion carried.
The resolution cites Montana Code Annotated 2-18-501 through 2-18-503 for meal and lodging reimbursement structure and references Internal Revenue Service mileage rates for business miles driven. It specifies that when a county vehicle is unavailable the federal rate applies and that mileage is set at 48.15% of the IRS rate when a county vehicle is available, in accordance with 2-18-503 MCA. The resolution also rescinds Resolution 2023-13 and attaches 2025 travel forms for staff use.
Finance Director Piney Helmuth was present for the agenda item. Commissioners did not amend the substance of the policy at the meeting; staff will update forms as needed to reflect current state and federal rates. The resolution’s text and attached forms were entered into the record and will be available through county administration.
The action implements uniform reimbursement rules for county employees traveling on official business and clarifies when county vehicles must be verified through Human Resources prior to travel events. The board recessed afterward to continue with other business.
