Melbourne approves Inroads Paving bid for Ketchum Street, adds five manholes

The Melbourne City Council on May 17 approved a $48,020 paving contract with Inroads Paving for Ketchum Street and authorized raising five manholes as part of the same project.
Public Works Superintendent Jim Pfantz presented two bids: Inroads Paving’s proposal for $48,020, which included the alley behind the bar where Alliant’s earlier repairs had failed, and Manatt’s quote of $64,451.75, which did not include that alley. Pfantz urged using Inroads and adding the manhole work, noting that the per-unit cost would fall from $2,800 to $2,600 if all five manholes were done for a total additional cost of about $13,000. "With the savings of over $16,000, that they complete the 5 manholes that need to be raised," Pfantz said.
Councilmember Carrie White moved to accept the Inroads proposal with the manhole work; Beth Smith seconded the motion. The council voted "all ayes" and the motion carried.
Mayor Cynthia Mansager explained that the city’s road fund is restricted to road work and cannot be used for nonroad purposes, and said the road fund has adequate monies to complete this year’s project. Pfantz added that sealcoating work is slated for the new fiscal year beginning in July.
The contract award covers resurfacing on Ketchum Street and the alley behind the bar; the record shows the city intended to include the five manholes in the scope to preserve the cost advantage of the lower bid.
