Rocky River approves $150,000 contract for citywide GIS mapping to support stormwater compliance

Rocky River City Council on June 8 unanimously passed Ordinance No. 30‑26 to contract with SAM, LLC for professional GIS mapping and an asset inventory not to exceed $150,000.
The project will map stormwater and sanitary sewer systems, locating and documenting manholes, catch basins, culverts and outfalls and capturing attributes such as condition, elevations, pipe characteristics and connectivity. Councilmembers and the administration said the mapping will support the city’s regulatory obligations under the Ohio EPA municipal separate storm sewer system (MS4) permit and improve asset-management practices.
Councilmember Paul Shipp and members of the Service Department described a competitive procurement: the city received nine proposals, interviewed the top three, and selected SAM based on a scoring rubric assessing qualifications, technical approach, experience and cost. The city’s Auditor of State recovery database returned no adverse findings for the firm, the administration said.
The administration estimated the field-data collection and database build will take roughly six months from mobilization. Staff told council they will provide periodic status updates; Council authorized the Mayor and Public Safety‑Service Director to execute the contract and begin work.
No public opposition was recorded during the legislative meeting. The mapping project is expected to support future stormwater management planning, capital budgeting and permit reporting.
