Big Bear City CSD raises water and sewer connection fees, OKs $28,925 garage door purchase and moves to shorten public comment

The Big Bear City Community Services District Board of Directors at its March 16, 2026 regular meeting adopted two ordinances increasing connection fees for new customers, approved a budget amendment to replace a damaged sewer garage door, and directed staff to draft language shortening public comment time limits.
The Board unanimously adopted Ordinance 2026-01, raising the water connection fee for new customers 2.79%, from $10,600.00 to $10,895.00, after waiving full reading and holding a noticed public hearing. The Board then unanimously adopted Ordinance 2026-02, increasing the sewer connection fee for new customers 2.82%, from $2,987.39 to $3,071.57; no public comments were made during that hearing.
The ordinance changes follow staff reports and public hearing comments and will be recorded in the District’s Resolution and Ordinance Book Number 37. The fee increases were moved by Director Larry Walsh and seconded by Director John Russo; roll-call votes for both ordinances were recorded as: AYES: B. Rowe, J. Rowe, Russo, Walsh, Ziegler; NOES: none; ABSENT: none; ABSTAINS: none.
Sewer Foreman Andy Keller reported the easternmost shop door at the Paradise Yard sewer facility suffered significant damage during the February 18, 2026 snowstorm and was deemed not salvageable following inspection by Commercial Door Company. The Board approved Resolution 2026-09, a budget amendment drawing $28,925.00 from fund balance reserves to fund the door replacement.
Earlier in the meeting Finance Officer Jeanette Prickett reviewed the FY 2026/27 budget calendar and General Manager Glenn Jacklin summarized staff research comparing public testimony timeframes used by other valley agencies and the District’s history. By consensus the Board directed staff to prepare the necessary ordinance to change the District’s public testimony timeframe language from five minutes per item to three minutes per item for both agenda and non-agenda items.
The Board approved the consent calendar, including March 2, 2026 minutes and cash disbursements for February 2026 totaling $917,176.10. Committee and staff reports, including a Big Bear Fire Authority finance committee update provided by the General Manager, were received and filed. Public comment was heard during both agenda hearings and the non-agenda public testimony period; individual speakers were not identified in the minutes. The meeting was adjourned at 5:57 p.m.
