County planners continue growth-policy and subdivision regulation update; commissioners favor RSIDs or SIAs

The Carbon County Board of Commissioners spent its afternoon July 15 in a work session on the county Growth Policy and proposed updates to the Subdivision Regulation.

Contract Planner Forrest Mandeville reviewed draft Growth Policy sections on background, vision, and goals and objectives, and presented trend graphs on population, subdivision applications and development permits. GIS Coordinator Tom Kohley asked that “Public Safety” be added as a vision element. Mandeville said exempt surveys have declined while agricultural covenants included in exempt surveys have increased.

The board discussed decision points for the Subdivision Regulation update, including: who qualifies to apply, review and approval procedures, requirements and enforcement of mandated conditions, timelines for required traffic impact analyses, and long-term maintenance of shared facilities. Mandeville presented three enforcement structures for ensuring future maintenance and improvements: Rural Special Improvement Districts (RSID), Subdivision Improvement Agreements (SIA), or making the county a party to covenants. Commissioners signaled a preference for RSIDs and possibly SIAs; Mandeville will continue drafting the updated regulation language and return for further review. The board also discussed reimbursing mileage for Planning Board members.

The work session record does not include specific regulatory text changes or implementation dates; staff were directed to continue drafting and to return with revised language for future consideration.
