Residents press council for stormwater fixes; council places projects on budget list

Clint Dare (listed in attendance as Clinton Dare), a property owner at 201 Main Street, returned to the council to press for relief from runoff that drains onto his property because his yard sits level with or below the street. Consultant Mike Needham and Public Works Superintendent Jim Pfantz reviewed two options: extensive ditching, which would require significant depth and length and face obstacles such as a concrete driveway and sidewalks, or installing a storm sewer that would run east then north to discharge into existing intakes on 1st Street. Needham told the council ditching would not be a good solution given the depth and distance required and the obstacles; he estimated work would need to extend several blocks to reach an outlet.
Pfantz said there was no firm contractor quote at the meeting because vendor prices change and short validity periods make immediate bids unreliable; he gave the Ketchum drainage job as a rough comparison, which cost $15,812 for a French drain and rock and would likely be smaller in scope than the Main Street need. Councilmembers discussed funding timing, noting the fiscal year ends June 30 and new budgets begin in July; the clerk said the council would place the request on a list for consideration in the next budget cycle and could revisit earlier if extra funding becomes available.
Rich Peters of 301 Main Street described standing water and ice east and north of his garage. PW had moved some rock back onto an adjacent property and agreed to do additional ditching on 3rd Street north of Main; Peters agreed to remove some hostas to facilitate additional ditching. Mayor Cynthia Mansager noted there is no easy or cheap fix and reminded the meeting that individual department funds are legally separate.
The council did not commit to immediate construction but recorded the complaints and directed PW to explore short‑term mitigation; the item will be considered in upcoming budget planning.
