Elk Grove Unified reports ‘MET’ on five LCAP local indicators but highlights gap in student and parent safety perceptions

District and school leaders told the Elk Grove Unified School District board that the district met all five local LCAP indicators and will submit the required narrative reports to the California School Dashboard.
Deputy Superintendent Mark Serudi introduced the annual local indicators presentation and said staff revised a slide for clarity before uploading the materials. Program staff reported the district met local measures for basic services, implementation of academic standards, parent engagement, school climate and broad course of study and will post the MET ratings and narratives to the dashboard by Oct. 15.
Key figures presented included a spring‑2025 parent survey with 9,734 responses: 93% of parents agreed their school provides a respectful and welcoming environment, 91% agreed their school provides parent involvement opportunities, and 87% said they had opportunity for input in decisions. By contrast, student survey favorability averaged 74%, with safety scoring about 67–68% among students while parents rated safety much higher. Presenters said subgroup results show variation by ethnicity and student group and that they will review the safety measure further.
The district reported 2023–24 teaching assignment monitoring results (89.7% of FTE listed as clear credentialed teachers; small shares labeled out of field, intern, incomplete or ineffective). For elementary broad course of study, the district reported 99% of students received instruction across required elementary content areas in 2024–25.
Elk Grove Charter Academy, presented separately, said it will also report “met” for its local indicators. The charter noted differences caused by small sample sizes: teacher credentialing reported 61.3% clear credentials and 31.4% out‑of‑field (with a cited Education Code provision affecting some alternative programs); staff favorability was high and parent survey response counts were small (about 27–28 responses), complicating interpretation.
Trustees pressed staff for clarification about the definition and measurement of safety given the large parent/student gap. Presenters said they will continue to analyze and report additional context during upcoming LCAP reviews.
