Council approves change orders and pay applications for sewer and wastewater projects totaling multiple hundreds of thousands

Council approved Change Order No. 2 for the 2025 manhole-repair project after staff said one small manhole could not be relined and required replacement; the contractor (Redding's) quoted $11,525 for the replacement and staff said the relining unit quantities for the rest of the project will be adjusted downward accordingly.
On the wastewater treatment facility project, staff presented nine discrete field-directed items (uncovered conditions, manufacturer-recommended additions, and operator-requested improvements) totaling $80,445. Staff also reported an expected future credit of roughly $50,000 to $70,000 related to a reduced pile-driving quantity; the credit has not yet been finalized. Council moved to approve the grouped change order after questions about specific items and field conditions.
The council approved Pay Application No. 25 for the wastewater treatment improvements covering May work in the amount of $1,374,329.30. Staff said the $29 million contract has an approximate $6.3 million balance to finish and that the project is on track to be completed in the fall.
Council also approved final payment for a crack-seal contract that treated about 60 blocks and included additional curb/mastic work. The original contract was $90,227; after added quantities and field work, staff presented a final pay of $140,029.80. Staff said the contractor, National Sealing and Paving of Minnesota, completed the work in May and expressed interest in returning the following year.
Votes and procedure: Each item was moved, seconded and approved by roll call in sequence; staff noted that some change-order costs may be partially offset by pending credits that will be recorded in subsequent change orders.
Why it matters: These approvals commit city funds and adjust ongoing contract scopes; the wastewater project remains the city's largest active capital contract and the council was told it remains on schedule for fall completion.
What happens next: Staff will finalize any outstanding credits, process remaining change orders and pay applications, and continue oversight through project completion.
