The Sawyer County Zoning Committee voted to approve rezone request 24-11, converting a 20-acre parcel in the Hayward/Sand Lake area from Forestry-1 to Agricultural-2 to allow hobby-farm uses.
Zoning staff read the legal description and the staff report, explaining that under section 17.5(a) of the county code an A2 zoning designation on 20 acres would allow up to 7.5 animal units on that parcel (pro-rated from 1 animal unit per 40 acres), which staff equated to a limit of approximately six beef cattle given USDA average-weight approximations. The parcel contains an existing single-family dwelling and no lot splits are proposed.
Applicant Jason Turble (identified in the record) told the committee he intends hobby-farm activities and expects to comply with animal-unit limits. The Town of Hayward provided a town decision (signatures indicating approval on the town form), and staff noted that the nearest agricultural zoning lies to the east and that the request would not be considered spot zoning.
A motion to approve the rezone, with findings of fact, was made, seconded and carried on a roll-call vote recorded by the clerk; multiple committee members were recorded as voting yes.
Next steps: The rezone is effective as adopted by the committee and will be reflected in county mapping and permit reviews; the property owner must still comply with any applicable shoreland or other development requirements should future site changes be proposed.
