Council schedules May 27 public hearing on FY26 budget amid $500,000 Brownfields assessment note

At its May 19 meeting the Red Oak City Council scheduled a public hearing on proposed FY26 budget amendments and discussed grant and planning items key to local economic and housing initiatives.
City Administrator Lisa Kotter told the council that staff and haulers are finalizing logistics for City Wide Clean Up Days, planned for June 20–21 for Red Oak residents at the Montgomery County Fairgrounds. Kotter also reported three demolition grant applications have been received.
During budget discussion, councilmembers addressed proposed FY26 amendments that include a $2 million appropriation for the Woodland Hills project, adjustments for debt payments and departmental insurance corrections. The council set a public hearing on the FY26 amendments for May 27 at 5:30 p.m.
Councilmembers discussed a Brownfields Assessment Grant award of $500,000. The meeting also included updates on a downtown assessment, housing-readiness efforts and the Comprehensive Plan; council discussed forming a TIF or a Housing Committee to support low-income housing and home-repair programs. Councilmember Tim Fridolph expressed interest in leading the downtown assessment.
Public commenters Kevin Carlisle, Amy Carlisle and Lynette Bruce spoke during the public comment period specifically about the City Wide Clean Up Days. The council later entered a closed session under citations 21.5(1)(c) and 21.5(1)(i) to discuss litigation strategy and a personnel evaluation before reconvening and adjourning at 8:17 p.m.
What happens next: The May 27 public hearing will consider the FY26 budget amendments and any public testimony; fee resolutions for farm animal permits and tree-contractor licensing will be returned to council at a future meeting.
