York staff brief board on MS4/stormwater rule updates and LID standards

Town staff provided an informational briefing on updates to the municipal separate storm sewer system (MS4) permitting and low-impact development (LID) standards during the June 25 meeting.
Christy Robasco, the consultant for the southern Maine stormwater working group (SMSWG), summarized the state-level process: Maine DEP issued iterative LID and stormwater standards during 2022–2025; some elements were appealed and remain unsettled as of June 2026. The town’s MS4 permit is being renewed and the regulated area will be updated using 2020 census data, which may expand obligations for additional York County communities.
Staff said the town and SMSWG are preparing an RFP via S&PDC to select consultants for the renewed permit cycle; locally, Coral Palmer will be the primary reviewer for MS4-related project reviews in York. The board was told staff will continue to monitor the DEP rulemaking and assist the board in understanding implications for site-plan review and ordinance updates.
