Council OKs two King County grants for Horizon View and Blue Heron parks

The Lake Forest Park City Council on June 25 unanimously approved two King County grant agreements: Resolution 262087 (fourth-amended Get Active, Stay Active grant for Horizon View Park improvements) and Resolution 262088 (Climate Resilience Capital Construction Grant for Blue Heron Park).
Corey Mattson and Public Works staff described the Horizon View scope as entrance and stormwater/accessible trail repairs near NE 201st Place; staff said a contractor and materials are on order and requested suspension of the three-touch rule to begin work in mid‑July. Council approved the suspension and the resolution unanimously.
For Blue Heron Park, staff described volunteer stewardship and an educational climate-resilience demonstration project that includes new signage, pollinator plantings and a cultural-resources review before major plantings. Council approved Resolution 262088 with suspension of the three-touch rule to facilitate near‑term work.
Both approvals included council direction to coordinate with the Parks Board and to use grant funds for the project-specific scopes identified in exhibits. Staff noted portions of earlier grant scopes (pickleball courts, etc.) had already been completed under prior agreement versions, and these new actions allow remaining funds and scope changes to be spent.
