Bayport City Council approved a one‑year interim use permit permitting a multi‑tenant co‑working office in unit one of the historic building at 363 Fifth Avenue North, after councilors agreed to remove a restrictive hours‑of‑operation condition and city‑led tenant approval language to make leasing easier for small businesses.
City staff explained unit one is nonconforming with current off‑street parking requirements but that a temporary IUP would allow the property owners to sublet seven offices with a maximum building occupancy of 15. The planning commission reviewed the proposal and recommended approval 3–0.
One of the owners told council their intent was to attract professionals who typically remain for half‑ or full‑day increments rather than retail turnover. Council members emphasized flexibility for modern work patterns: several said 8 a.m. to 5 p.m. was outdated and agreed to remove preset hours so that tenant needs could be met without further delay.
Council also agreed to remove a staff‑led tenant approval requirement to make the property easier to lease under the interim permit, while retaining conditions for occupancy, screening of garbage, and improvements to the rear parking area. The motion passed by roll call; staff and applicants will coordinate to ensure keyed or electronic access and to clear and screen the rear area for better functionality.
