Council waives three-touch rule and adopts 2025–26 budget amendment

On June 25 the Lake Forest Park City Council unanimously approved Ordinance 26-1318, an amendment to the 2025–26 biennial budget, after waiving the council’s three‑touch rule to expedite action.
Finance Director Lindsey Vaughn presented the amendment during a second-touch review and said staff could move the ordinance forward that evening if council had no substantive questions. Several councilmembers said the amendment was noncontroversial and that approving it now would aid the upcoming finance-staff transition. Deputy Mayor Ferratoni moved to waive the three-touch rule; the motion was seconded and passed by voice vote. The main motion to adopt the ordinance was then moved, seconded and approved unanimously.
Council thanked Director Vaughn for her attention to detail and service to the city; the ordinance takes effect according to the statutory timing for ordinance enactment. Staff said the amendment focused on previously discussed operational adjustments and did not introduce new programs.
